China Productivity Promotion Center is an important part of national technological innovation system. It is a bridge linking science and technology circle to business circle. It is an important assistant assisting government to promote technology progress. It is a cradle cultivating innovating personnel for enterprise. It is a brainpower and technological backing for enterprise development. Its fundamental function is integrating social resource and offering whole service for enterprise.

 Under the push of former State Science and Technology Commission, the productivity promotion center set to found in 1992. It is a kind of new-type socialized scientific and technological service organization in line with international standards, using the successful experience in the world for reference.

   Productivity Promotion Center for Electrical Measuring Instruments was founded in 1999, authorized by State Ministry of Science and Technology (SMST[1999] No. 012)

一、 Aim

   Regarding promoting technology innovation ability of the small or medium-sized enterprises and especially the township enterprise as the breakthrough point, Productivity Promotion Center for Electrical Measuring Instrument contribute to improve society (industry) productivity level. Provide all-round servicing for those enterprises, such as technology consultation, technical training, enterprise diagnosing, technology (achievement) generalizing and so on. Emphasize active, pertinent and responsible service. 

二、 Main tasks

Utilizing sound information network and various data bases --unique information resources belong to functional department of trade, offer technology, products, economy, talent, policy information and carry on all-round information advisory service for enterprises. Considering new product development, technological transformation, etc., organize related technological service. Organize experts to run comprehensive diagnosis and special service for enterprises. Promote intercourse between enterprise and scientific research institution, universities and colleges (new technology hatch, production, teaching, research cooperation). Offer training service for scientific and technical personnel and manager (professional manager) of enterprises. Offer service for enterprise standard and standardization management system establishment. Organize application and cooperation of trade commonweal project. Help enterprises to open up channel of international cooperation and exchanges. Study and advice method and tactics, which promote enterprise's technological progress, benefit small and medium-sized enterprises and improve productivity under socialist market terms. Undertake special project authorized by government department.
